How are
you!
Wanzhou has long been an important inland trade port of China opening to the outside world very early and the economic and the trade relations with the U.S.A. started from 1941 with over 60 years in which year the Westinghouse company of the U.S.A. sold generators to the first hydropower plant of Wanzhou-the Rangdu power plant. I'm very glad to come to the U.S.A and the beautiful Atlanta of Georgia State getting to know all of you here. Taking this opportunity, I would like brief you on the relevant circumstances of Wanzhou District.
I. The Basic
Condition of Wanzhou District
Located in the combination part between the
middle and upper reaches of the Yangtze river and the central position of the
Three Gorges reservoir area, Wanzhou has been named because thousands of rivers
joined and thousands of commodities gathered and distributed here and it has
over 1700 years history. It was called Wanxian Prefecture since 1950 with 9
counties and one city under its jurisdiction. With the establishment of the
Chongqing Municipality under the direct control of the central government, it is
changed to be called Wanzhou District of Chongqing Municipality having
administration over Longbao, Tiancheng, Wuqiao and Jiangnan four county-level
resettlement development zones and 92 townships,towns and subdistricts with an
area of 3457 square Km and a population of 1.7 million.
Wanzhou has gained rather great economic and social development in recent years. In 200, it realized USD 1.1 billion of GDP, USD 80 million of local revenue, USD 500 million of scale industrial total output value, USD 500 million of retail aggregate of social consumer goods, USD 800 million of total social investment in fixed assets and USD 850 of per capita income of urban residents. In the meantime, it has also gained obvious achievement in reform of state-owned enterprises, merchant-drawing and capital attracting and developing of non-public sector of the economy. It has realized the share reform of 16 state-owned enterprises, closed, made bankrupt and merged 152 state-owned enterprises.USD100 million technical innovaton has been finished and it is paying close attention to the construction of the projects of 1 million ton vacuum refine salt, heat and electricity combined production,120,000 ton membrane caustic soda,100,000 ton PVC technical innovation,400,000 ton sodium carbonate and slmiac,1 million ton new dry cement ,100,000 ton beer ,100,000 NCR ,50,000 ton dried radish,10,000 ton polythene pipes etc. There are 1243 private operated enterprises and 65 foreign-invested enterprises in Wanzhou District. The non state-owned economy has taken up over 70% of its total economic volume and the non-public investment takes up 73.5% of its total investment.
II. The
Advantageous Conditions of Wanzhou District
Wanzhou has many advantageous
conditions with great developing potentiality.
Wanzhou -
Superior Investment Environment
With China's entry into WTO, the tariff
rate in Wanzhou has greatly dropped. Wanzhou District can fully enjoy the varied
special and preferential policies of large-scale development of China western
region, the Three Gorges reservoir area resettlement and the establishment of
the Chongqing Municipality such as the special custom tariff refund for imported
self-use materials in the Three Gorges reservoir area. At the same time, Wanzhou
has formulated its own preferential policies, set up institutions such as the
Service Office for Outside-invested Enterprises and Complaint Center for
Outside-invested Enterprises etc and also the system of spot-official business
handling by main government leaders for coordinating and dealing with some
important problems in time. In the meantime, it has stopped enforcing or
abolished over 100 local policies and regulations, cancelled over 50
administrative charging items and stopped executing 25 permitting, examining and
approving items since China's accession to WTO.
Wanzhou is improving the city environment. In 2003, its urban area is 36 square Km with 500,000 urban population. A disposal yard with 400 tons daily handling capacity and a sewage treatment plant with 110,000 tons daily sewage treatment handling capacity have been completed. At the same time, it is strengthening its renovation of city appearance according to the demand of "being green, bright, beautiful and clean" and its city appearance will change historically.
Wanzhou - Obvious
Geographical Position Advantages
Located at the combination point of
eastern, central and western China, Wanzhou is the "bridgehead"from eastern and
central China to the western China, the eastern gate of Sichuan Province and
Chongqing Municipality and the only deep-water good port from Wuhan on the
Yangtze River. Situated in the middle (327KM up to Chongqing and 321KM down to
Yichang) of the 600KM golden waterway of the Yangtze River from Chongqing
downtown to Yichang, Wanzhou have been historically the materials gathering and
distribution center for the eastern Sichuan, eastern Chongqing, western Hubei,
southern Shanxi, western Hunan and north-eastern Guizhou. Furthermore, Wanzhou
has customs, entry and exit inspection and quarantine bureau etc with first
grade facilities and equipments and is an important trade port. Being in the
center of the Three Gorges reservoir area and a big resettlers district in the
Three Gorges reservoir area, Wanzhou is the political, eonomic, cultural and
communication center of the Three Gorges reservoir area. All preferential
policies supporting the development of the reservoir area by the central
government will be most concentratedly reflected in Wanzhou.
Wanzhou -
Extremely Convenient Communications
With the Wanzhou Wuqiao Airport
being formally opened to air traffic on May 29,2003,the Yu-Wan Express Highway
completed and opened to traffic,cargo transportation of Da(zhou)-Wan(zhou)
railway being in operation and passenger transportation to be opened, the
completion and putting into operation of the first phase of the 15 million tons
deep-water port project, the Wan(zhou)-Yi(chang) railway under construction, the
constructing, completion and opening to traffic of the Second Wanzhou Yangtze
River Bridge in first half of 2004 after the opening to traffic of the Wanzhou
Yangtze River Bridge, the fully hardening of road pavement of five outgoing
arterial highways, stronger transportation capacity and lower transportation
cost of the Yangtze River golden waterway after water being retained, the No.318
national highway and the Wan(zhou)-Yi(chang) Express Highway to be begun to be
constructed soon, Wanzhou has become a city with perfect solid communication
network of water, land, railway and air transportation which has its own
characteristics and also has become the regional communication hub and
communication and transportation center.
Wanzhou-Outstanding Resources Advantages
There are four
advantageous resources including natural gas, rock salt, oranges and Chinese
medicine herbs and 38 exploitable mineral resources with 230 billion CBM natural
gas reserve volume and 280 billion tons rock salt reserve volume. Wanzhou has
rich water resources relying on the Yangtze River and abundant electricity
supply depending on the Three Gorges project. Its tourism resources are abound
in gifts of nature as Wanzhou is the west gate of world famous Three Gorges on
the Yangtze River, the place one must pass by to visit the Three Gorges on the
Yangtze River and Wanzhou and its neighbouring areas have historically been one
of the national travel hot areas. In addition there are many resorts and scenic
spots in Wanzhou such as the Green Dragon Waterfall-the Asia first waterfall
with 115m width and 63.5m height, the country-level Tiefeng Mountain Forest
Park, the rare, deep and secluded Tanzhang Gorges and the mysterious and unusual
Yanjin Carst Cave etc.
Wanzhou-The Economic Center of the Three Gorges Reservoir Area through the Ages Wanzhou was ever a prefecture-level city with 3 districts and 8 counties under its jurisdiction, an important industrial and commercial city within its neighbouring 100,000 square Km area covering a huge market of 20 million population, the regional center of politics, economy, science and technology, finance, education and culture in the Yangtze River economic belt and the central and western regions with large developing space and radiation area. Up to the end of 2003, there are 9 national commercial banks setting up their branches in Wanzhou, 34,000 different specialized technical personnel including 1650 persons with senior ranks, 3 universities, 7 secondary technical schools and 33 private schools.

The overall development

Recently, after three negotiations, we have signed the investment and cooperation agreement with the Sharples Associates of USA that the Sharples Associates of USA will invest USD 500 million to build the largest salt and natural gas chemical industry base of China in Wanzhou. We solemnly undertake here that: the People's Government of Wanzhou District of Chongqing Municipality will surely fulfill its preferential policies, offer wholehearted services to the investors, definitely push forward the administrative management reform per the WTO frame, strengthen the credit construction of government and push forward the reform of market economy structure to construct a favorable market environment of equality, justice and openness and legal environment.

Investors invested in Wanzhou may enjoy the varied national and local
preferential policies and the main content is as following:
I. THE PREFERENTIAL POLICIES OF THE NATIONAL LARGE-SCALE DEVELOPMENT OF CHINA
WEST
1. The enterprise income tax of enterprises invested in the national
encouraged industries will be collected per the rate of 15% from
2001-2010.
2. For those to set up new enterprises of transportation, electricity, water
conservancy, post, broadcasting and TV, the domestically-funded enterprises will
be exempted from the enterprise income tax for the first two years and will be
levied only half of the enterprise income tax payable from the third to the
fifth year; the foreign-funded enterprises with an operation period of over 10
years, since the profitable year, will be exempted from the enterprise income
tax for the first two years and will be levied only half of the enterprise
income tax payable from the third to the fifth year.
II. PREFERENTIAL POLICIES FOR THE THREE GORGES RESERVOIR ZONE
1. Prior
consideration has been given to the three gorges reservoir zone in the national
projects arrangement and capital allocation.
2. If investors purchase or merge the drowned enterprises (which have to be
rebuilt) in the reservoir zone, the estimated total assets value includes the
resettlement compensation capital of the purchased or merged enterprise; the
capital shortage for arrangement of workers and staff in the state-owned
bankrupt and closed enterprises will be shared by the central revenue,
resettlement preparatory capital and local government per the ratio of
4:4:2.
3. 85 million U.S. Dollars import quota has been given to the three gorges
reservoir zone by our country using for the total-amount refund of import tariff
and VAT in the import sectors paid by the reservoir zone enterprise for the
import of their own-use materials.
III. THE PREFERENTIAL POLICIES TO ENCOURAGE FOREIGN INVESTMENT IN
CHONGQING
1. Foreign businessmen use the profit gained reinvesting in the
same enterprise, increasing the registered capital or investing in setting up
other enterprises with an operation period of not less than five years will be
refunded 40% of the income tax of the reinvested part and will be fully refunded
the income tax if reinvesting in setting up or enlarging the product export
enterprises and advanced technological enterprises.
2. Foreign-funded enterprises utilizing the barren mountain, desolate hills,
uncultivated land and water to conduct projects of agricultural scientific and
technological development and projects of ecological agricultural construction
will be exempted from agricultural tax for five years since the year beginning
to make income; those developing taxable agricultural special products will be
exempted from the agricultural special products tax for 10 years from the year
beginning to make income. Those engaged in agricultural development, after the
expiration of stipulated period for enterprise income tax exemption and
reduction, will be reduced 15-30% of enterprise income tax payable within 10
years after approval by relative tax authorities.
3. Foreign-funded enterprises developing the unutilized land whose use rights
have been not defined will be exempted from agricultural tax for five years or
exempted from agricultural special tax for 10 years from the year beginning to
make income.
