I. Responsible Unit:
Wanzhou District Railway Construction Leading Group Office is an institution mainly responsible for the infrastructure construction of the Logistics Park which is located at the intersect of the express highway, railway inside Wanzhou District and the port. The vessels designer is Beijing Yuanzhou High-speed Ship Development Co., Ltd., a high-tech company jointly set up by the Shenzhen Yuanzhou Scientific and Technical Industrial Co. Ltd. of China Vessel Heavy Industry Group and China Vessel Science Research Center to develop specially vessels with good functions. The company has passed the ISO9001 quality system certification of hydroplant development, succeeded in the development of three product series: Yuanzhou hydroplant, Jiezhou Hovercraft and Qinzhou Tourist vessel.. Now, the company is advancing new tourist products.

Project Details:
1. General Concept:
The tour, full sightseeing of all sceneries of the Three Gorges within one day, is to visit all sceneries of the Three Gorges on the Yangtze River including the Zhangfei Temple, Baidi Temple, Qutang Gorge, Mini Three Gorges or Shennong Stream, Wu Gorge and Xiling Gorge between Wanzhou and Yichang within 11 hours by taking the high speed through sightseeing hydroplant (combining quick and slow speed together) which can navigate on all the tributaries and of course the main stream of the Yangtze River leaving tourists enough time to enjoy the night view of Three Gorges dam. The tour charge is about USD100 per person including the steamer ticket, the entrance tickets of spots, the breakfast and lunch. .

2. Necessity and Feasibility
The Three Gorges on the Yangtze River, concentrated valley scenes, lake and mountain scenery and many artificial landscapes together, is a world-grade famous scenic zone. With water retained in the Three Gorges Reservoir and the view of "high gorges and calm lake" formed, the beautiful scenery of the Three Gorges is more unique and the quantity of tourists to visit the Three Gorges are increasing quickly on the basis of 10 million people in 2002.

At present, the means of transportation for traveling the Three Gorges only have three kinds: luxurious cruises with long time, high price and indirect navigation into the tributaries), ordinary passenger ship with long time, mixture of traveling and transportation service and indirect navigation into the tributaries and high speed hydroplant which is just a transportation means without the travel needed sightseeing characteristics. Yet they cannot meet the demand of tour development of New Three Gorges. At the same time, with the opening to traffic of Wanzhou Wuqiao Airport, Dazhou-Wanzhou Railway and Wanzhou-Chongqing Express highway and the shaping of the solid communications network, Wanzhou is becoming the departure or destination point of the new Three Gorges tour. So it is very necessary to have new Qinzhou II high speed trunk stream and tributary through sightseeing hydroplants which are quick and comfortable combining transportation and sightseeing together being built.

Besides, Beijing Yuanzhou Highspeed Vessels Development Co., Ltd. has successfully developed three products of Yuanzhou hydroplant, Jiezhou hovercrafts and Qinzhou tourist ship, offered technical support for and made possible of the new construction of the Qinzhou II high speed trunk stream and tributary through sightseeing hydroplants.

3. Ddevelopment Scale
At an initial stage, it is scheduled to newly build 4 Qinzhou II high speed trunk stream and tributary through sightseeing hydroplants with 85 seats each and about USD1 million costeach.
In the future, 8-10 Qinzhou II high speed trunk stream and tributary through sightseeing hydroplants will be built.

4. Total Investment:
The short term investment is USD 4 million and the long term investment is USD 9 million..

5. Construction Situation:
It will enjoy varied national preferential policies for Three Gorges projects resettlement, large-scale development of western regions and preferential policies offered by Chongqing Municipality and Wanzhou District governments.

III. Profitability Analysis
Calculated per the present charge standard of USD45 per person of the Three Gorges tour market, 70% of vessel sail rate and 80% of seats use rate, the annual income per ship is USD800,000 and the annual profit per ship can reach USD400,000 deducting the operation cost. The investment of USD1million each ship will be recovered fully in 3 years.

IV. Cooperation Ways
The project can be cooperated by means of share-holding, share-controlling and other cooperative ways.

V. Preparation for the Project:
Presently, the project proposal and the general design of high speed trunk stream and tributary through sightseeing hydroplants have been accomplished.
